摘要
流动儿童是我国从传统农业社会向现代工业社会转型过程中出现的一个特殊群体,是附着于以农民为主的流动人口类型的亚群体。长期以来,流动儿童教育治理问题一直未能得到有效解决,究其原因,教育内部视角局限了既有治理路径的选择。从教育外部视角看,"流动"是流动儿童教育"问题化"的根源。"去‘问题化’"的关键在于实现流动儿童从"流动"向"不流动"的转变,而以工业下乡(乡镇企业)为主要模式的城镇化是实现该转变的主要途径,进而成为流动儿童教育治理的新路径。
Migrant children are a particular sub-group affiliated to the type of migrant population mainly formed of peasants in China's transformation of traditional society to modern society. For a long time, migrant children's education governance is a big problem unsolved completely because of the limit of internal perspective of education to the research. From the external perspective of education, "migration" is the root of the "problemizing" of migrant children's education. The key to the "disproblemizing" is the transformation of migrant children's "migration" to "non-migration", and the urbanization in the main form of industry to the countryside (enterprises in townships and towns) is the fundamental solution to the transformation; it's the new path of the migrant children's education governance.
