效果导向的项目管理指标体系研究——基于128个残疾人服务项目评估结果的量化分析

Effects Oriented Program Management Indicator System Research:A Quantitative Analysis Based on Evaluation Results of 128 Disability Programs

构建一个能够指导实现社会服务项目效果的管理指标体系,对于提高社会服务项目的管理效率和效益具有积极作用。本研究以强调项目输入、执行过程与项目目标之间因果逻辑的逻辑模型(logic model)为指导,以上海市J区128个残疾人社会服务项目作为研究对象,使用探索性因子分析和路径分析两种方法对量化数据进行分析。最终,本研究建构了一个包含三个维度(项目成员管理和培训、项目方案设计、项目过程跟踪与评估)、11个测量题目的项目管理指标体系。根据具体测量内容,该指标不仅可以作为检验社会服务项目运作的标准,同时也可以作为社会服务项目自身建设的重要内容。最后,本研究就研究内容和研究方法提出了未来研究建议。

Constructing a management index system that can guide the implementation of social service projects has a positive effect on improving the efficiency of social service projects. Guided by the logic model that emphasizes the causal logic between project input, execution process and project objectives, this paper focuses on 128 social service projects for disabled people in J District of Shanghai using exploratory factor analysis and path analysis. Finally, the study constructed a project management indicator system consisting of three dimensions （project member management and training, project design, project process tracking and evaluation） and 11 measurement topics. According to the specific measurement content, this indicator can not only serve as a standard for testing the operation of social service projects, but also as an important part of the construction of social service projects. Finally, this study proposes recommendations on future research content and methods.
