摘要
"一带一路"沿线国家总体经济发展水平落后,基础设施建设需求旺盛,但传统的单一公共部门或私有部门供给方式不能满足其建设需求。公私合营PPP模式成为推动"一带一路"沿线国家基础设施建设的首选。然而沿线国家复杂的政治与社会环境,使得PPP模式在运用中面临诸多风险。从政治环境、利益主体、社会文化及技术法律四个维度切入,本文介绍了PPP模式在"一带一路"沿线国家基础设施建设中的应用背景与实施动因,进而对PPP模式应用过程中面临的风险进行了深入的剖析。基于利益相关者共赢视角提出了预防和化解风险的对策建议,旨在推进"一带一路"沿线国家基础设施项目的可持续性发展和利益主体相关方之间的合作共赢。
Being the economic backward along "One Belt and One Road", there is hugely increasing demand for infrastructure development. Yet public or private sectors alone have been considered as an insufficient procurement for infrastructure development. The Public-Private Partnership(PPP) can be viewed as the priority for infrastructure development along "One Belt and One Road". However, the complexity for political and social climate along "One Belt and One Road" has posed many challenges and risks in the application of PPP. From the political, social, technical and interest subject perspectives, this paper first introduces the background and motivation for the application of PPP in infrastructure development along "One Belt and One Road". Then this paper analyzes the risks facing its application in infrastructure development along "One Belt and One Road". Finally, this paper proposes suggestions and countermeasures on how to avoid and against the risks accordingly to achieve sustainable infrastructure development for PPP projects as well as for mutual benefits of those interest subjects involved.
