摘要
在政府主导型环境治理模式和非政府主导型环境治理模式中,当代中国跨省流域生态补偿机制的构建,应选择政府主导型环境治理模式。没有政府主导作用的发挥,跨省流域生态补偿机制的构建几乎是不可能的;忽视市场力量和社会力量,跨省流域生态补偿机制构建的预期效果也难以保证。我国跨省流域生态补偿机制的构建,虽已获得些许成果,但也存在政府主导作用发挥受阻和非政府力量释放不充分的问题,因此,必须采取有力措施,充分发挥政府尤其是中央政府的主导作用,充分释放市场力量和社会力量。
Between the government - led environmental governance model and the non - government - led environmental govern- ance model, the former should be chosen for the construction of the inter - provincial basin ecological compensation mechanism in contemporary China. Without the government's leading role, it is almost impossible to construct inter - provincial basin ecolog- ical compensation mechanism; ignoring market forces and social forces, it is also difficult to guarantee the expected effect of the mechanism. Although some achievements have been made in the construction of inter - provincial river basin ecological compensation mechanism in China, there are still some problems in it, such as the hindrance of the government's leading role and the inadequate release of non - governmental forces. Therefore, we must take effective measures to give full play to the leading role of the government, especially the central government, and fully release the market forces and social forces.
