Three Meanings of Think Tank Construction

智库是一种特殊的思想研究机构。作为一种特殊性思想研究机构,智库具有三重意义:第一重意义,智库是适应国家和国际治理的需要而产生的,智库建设是一个国家或一个地区的软实力,体现了该国家或该地区的治理水平;第二重意义,智库通过跨学科的研究,将基础学科的前沿成果转化到实际应用之中,创造了一种独特的研究方式,成为当代思想研究中的一个新的知识部门;第三重意义,智库致力于公共性研究,将政府主导的价值观与对公共性的知识研究紧密地结合起来,打通政府与社会的联系,不仅为政府的治理决策提供科学的依据,而且具有很强的社会引导性。这三重意义构成了智库的本质,应该成为智库建设的目标。

Think tank is a special ideological research organization.As special ideological research institutions,think tanks have three meanings:first,they are produced to meet the needs of national and international governance;the construction of think tank is a country or a region’s soft power,reflecting the level of governance in that country or region;second,they are developed through interdisciplinary research;in the third sense,think tanks devote themselves to public research,combining closely government-led values with public knowledge research.The links between the government and the society not only provide scientific basis for the government’s governance decisions,but also have a strong social guidance.These three meanings constitute the essence of think tanks and should be the goal of building a think tank.
