西部高校智库参与政府公共决策的困境及其破解

The Dilemma and Solution of Western University Think Tank Participating in Government Public Decision-Making

目前高校智库已成为咨询决策领域不可忽视的重要力量。西部高校智库作为我国高校智库的重要组成部分,极具发展空间和内在潜力,但是其发展建设才刚刚起步,各项运行机制还不完善,正面临着诸多困境。为破解这些困境,必须激发西部高校智库内生动力,打牢参与地基;提升其独立性,保证参与前提;改革经费管理,加大参与保障;拓展传播渠道,优化参与效果;引入公众参与,创新参与条件等,从而更好地发挥西部高校智库的咨询参谋作用。

The university think tank has become an important force in the field of consulting decision-making now. The western university think-tank,as an important component of the university think-tank in China,has great devel- opment space and inherent potential,but because of its newly-started development and construction,and the incom-plete operating mechanism, it is faced with many difficulties. In order to solve these difficulties, it is necessary to stimulate the endogenous motivation of western university think tanks and lay a solid foundation for participation;enhance its independence and guarantee the participation premise; reform fund management, and increase participa- tion guarantee; expand the communication channel and optimize the participation effect; introduce public participa-tion and innovate participation conditions, etc. Thus, the consulting staff role of the think tank of western universities can be better played.
