Administration guidance autonomy:the modern transformation path of the village governance with rules in ethnic areas

民族地区村庄治理有其自身特点,村庄规则之治有着深厚的历史基础。在现代化和扶贫攻坚的背景下,村庄规则之治面临着现代转型压力与发展压力;国家资源的输入,也需要村庄规则的维持与革新。在黔东南B村调研时发现,通过"行政引导自治",国家力量开始介入村庄治理,改造了村庄治理体系,激活了村庄自治,利用村庄传统规则资源,塑造了新的村庄规则,不仅保证了新规则得到普遍有效地执行,而且顺利实现了村庄规则之治的现代转型。研究表明,只有将国家力量与村庄自身规则资源和村民参与结合起来,才能实现村庄规则之治的现代转型,达到村庄善治。

Village governance in ethnic areas has its own characteristics, and village governance with rules has deep historical basis. In the context of modernization and poverty alleviation, village governance with rules is facing the pressure of modern transformation and development pressure; the input of national resources also requires the maintenance and renovation of village rules. Through ＂Administration Guidance Autonomy＂, state forces has begun to intervene in village governance, transforming the village governance system, activating village autonomy, and creating new village rules based on village traditional rule resources, which not only guarantees the new rules implemented universally and effectively, but also the smooth transformation of village governance with rules. Only by combining the state power with the rules and resources of the village itself and the participation of villagers, can the modern transformation of village governance with rules be achieved and the good governance of the village be realized.
