摘要
地方财政科技投入效率的高低直接影响着我国科技事业的发展水平及创新驱动发展战略的实施效果。本文运用全局性DEA模型测算了我国地方财政科技投入效率,结果显示,规模效率有一定的改进,也有待提高,但我国地方财政科技投入综合效率偏低主要是由技术效率过低引起的。以此为基础,探究了造成地方财政科技投入效率低下的原因及其机理,并有针对性地提出优化地方财政科技投入效率的建议与措施。
The efficiency of local fiscal science and technology investment impacts directly on both the development level of China's science and technology and the implementation effect of innovation-driven development strategy. This paper uses a global DEA model to estimate the efficiency of local fiscal investment in science and technology. The results show that the low efficiency of local fiscal investment in science and technology is mainly caused by the low technical efficiency although the scale efficiency needs to be improved. This paper then analyses the causes for the low efficiency of local fiscal science and technology investment. Finally it gives some well-targeted proposals to optimize the efficiency of local fiscal science and technology investment.
