历经改革开放40年,中国社会各方面发生了广泛而深刻的变化。与此相适应,监狱的改革发展应以服务社会安定、保障犯人权益为基点,以改造人为宗旨,依法治监为准则,以监管、教育、劳动为基本手段,以监狱安全、全额经费和行刑监督为保障。

In the past 40 years of China＇s reform and opening up,it has undergone extensive and profound social changes. Adapt to this,the prison development including taking serving the community stability and protecting prisoner＇s human rights as two base points,taking man as the foundation,managing prison affairs by law,taking supervision,education,labor as basic means,and ensuring the prison security,full founding support and the supervision of penalty execution.
