Universal Learning, Metrics First——On the UNESCO's Global Framework of Learning Domains

联合国教科文组织"学习指标体系特别工作组"研究发布普惠学习指标体系三份关联报告,目的在于研制国际通用的教育目标或者学习结果标准,以便于坚定稳步地迈向实现普惠学习与全民教育的愿景。普惠学习指标体系分为学前教育、小学教育和中学教育三个时期,涉及到身体健康、社交与情绪、文化与艺术、读写与沟通、主动学习与认知、数字与数学、科学与技术7个领域,具体描述了每一领域的具体学习指标和总体要求,为在全球范围内衡量普惠学习结果和推进全民教育提供了总体框架与国际视野。其价值在于帮助世界各国政府部门、教育事业的工作者、社会人士、家长、用人单位等深入对话创造了前提——坚信"普惠学习"理念,坚信"标准为先"价值,开辟"学校转型"通路,争取"全球评估"落地。

The series of three reports under the title Toward Universal Learning published by the Learning MetricsTask Force of UNESCO are intended for developing internationally accepted educational goals and measuring learningoutcomes to achieve a firm and steady progress in universal learning and education for all. The task force sets forth abroad, holistic framework of seven learning domains： physical well-being, social and emotional, culture and the arts,literacy and communication, learning approaches and cognition, numeracy and mathematics, science and technology at thethree leaning stages： early childhood, primary education and postprimary education. The task force also defines specificlearning indicators for every domain and general requirements, providing a global framework and international vision formeasuring universal learning outcomes and promoting education for all. The Global Framework of Learning Domains willrequire significant improvements in assessment capacity and help the governments, the educators, the society, the parents,and the employers to create a premise of in-depth dialogues—Universal Learning, Metrics First—and assist schoolstransformation and global assessment.
