国家能源集团国投资金项目管理现状研究及对策分析

Research and countermeasure analysis on management status of China Energy Group state development and investment project

从国家能源集团国投资金项目可行性研究、申报流程、项目审批、过程监管、装备采购、经济效益和社会责任等几个方面,对国家能源集团国投资金项目建设管理现状进行了分析,指出了存在的问题,并对其发展方向进行了探讨。通过优化装备采购流程、统筹应急资源配置、建立健全管理制度等方面,促进国家能源集团安全生产应急救援基地建设,推进新型应急救援装备配备,建立安全生产应急救援长效机制。

Basing upon feasibility research, declaration procedures, project approval, process supervision, equipment procurement, economic benefits, social responsibility and other aspects, the authors analyzed management status of state development and investment project, indicated the existed problems and discussed development direction in China Energy Group, in order to promote safety production emergency rescue base construction of China Energy Group, boost new emergency resource equipment allocation, and establish safety production emergency rescue long-term mechanism from optimizing the equipment procurement process, coordinating emergency resource allocation, and building and improving management system.
