On the Construction and Development of Preschool Education's Legalization in China in the Past 40 Years

摘要 改革开放40年来,我国学前教育政策法制化建设主要经历了4个阶段,最大的成就是制度趋于稳定。回溯我国学前教育40年的发展历程,可以看到学前教育事业既面临着历史发展遗留的难题,又面临人民日益增长的美好生活需要与学前教育发展不平衡不充分的矛盾,特别是"全面二孩"人口政策的巨大变化,给我国学前教育事业带来了巨大的挑战。40年的发展经验说明,学前教育事业健康持续的发展,离不开学前教育政策法制化的建设与完善,学前教育法制化能为学前教育事业的发展保驾护航。 In the past 40 years of reform and opening-up, the construction of legalization on preschool educational policy in China has mainly gone through four stages. The greatest achievement is that the system tends to be stable. Looking back on the 40-year development of preschool education in China, we can see that preschool education is facing not only the problems left over by history, but also the contradiction between the people’s growing need for a better life and the insufficient and unbalanced development of preschool education. Especially, the great change of the population policy-“the universal two-child policy” has brought about great challenges to preschool education in China. The 40-year experience of development shows that the healthy and sustainable development of preschool education cannot be separated from the construction and improvement of the legalization of preschool educational policy. The legalization of preschool education can protect the better development of preschool education.
