每个人都有受教育的基本权利,每个人都有其独特的个性、兴趣、能力和学习需要,学校要接纳全体儿童,并满足他们的特殊教育需要。我国大部分的特殊孩子仍然没有地方去,长期处于家庭之中。学校和家庭要有机配合,促使特殊孩子能力提升,早日回归主流社会。
