农民教育培训与乡村振兴战略契合关系研究——以北京市延庆区为例 被引量:7

摘要 以北京市延庆区为例,从规模、结构、层次、规格等4个维度分析了农民教育培训与乡村振兴战略的契合关系。延庆区多年来积累了农民教育培训的丰富经验,推进了都市农业、产业发展、乡村文明和社区治理的发展,提升了乡土人才的层次和规格,但存在人才存量不足,结构短缺,人才层次和规格需要进一步提升等问题。为有效推进乡村振兴的人才战略,应推进政府统筹规划、完善多主体有效参与、实施新型职业农民学历提升工程、强化农民教育实训基地建设、细化教育培训分类,以充分发挥农民在乡村振兴中的主体作用。 Based on the case of Yanqing district in Beijing,this paper analyzed the fit relationship between farmers’ education training and rural revitalization strategy from four dimensions,such as scale,structure,level and specification. Yanqing district had accumulated rich experience in farmers’ education training over those years,promoted the development of urban agriculture,industrial development,rural civilization and community governance,and upgraded the level and specifications of local talents,but there were some problems such as insufficient total of talent,shortage of structure and further improvement of talent level and specifications. The government should make overall planning,improve multi-subject participation,implement the project of cultivating new professional farmers’ academic qualifications,strengthen the construction of training bases for farmers’ education,and refine the classification of education and training,and give full play to the main role of farmers’ in rural revitalization.
