合作意愿模型下的部门间合作困境与提升途径:以食品安全监管为例

The dilemma and ways of improvement in interdepartmental cooperation under the willingness cooperation model: a case study of food safety supervision

政府部门间合作是政府关系研究中的重要部分,合作水平也是政府执政能力的反映。本文基于以往研究成果,构建微观合作意愿模型进行了推导,试图从学理上解释部门间合作的困境并找到能提高部门间合作的关键因素。按模型的推导,部门间的互惠性和合作水平是两大重要影响因素,据此本文以此为路径提出了提高部门间合作的建议。

The cooperalion belween the government sectors is an important par1 in the studyof government relations, and the level of cooperation is also a reflection of the government/s governing ability. Based on those previous research results, this paper constructs a microwillingness cooperation model to deduce, trying to explain the dilemma of interdepartmental cooperation from the theoretical point of view and find the key factors to improve it. In the light of the deduction of the model, interdepartmental reciprocity and cooperation level are two important influence factors. Accordingly, this paper puts forward suggestions to improve interdepartmental cooperation.
