Now, because of the electronic counter that provided with memory device has been more aod more and morepopular, it seems that the conversion would be more favorable to be done on an electronic counter for reducing labour and increasing accuracy. Besides, is an extensive use of the Wulfing net in secondary numerical value conversion, so a mathematical model of wulfing net is quite pressing. The major problem here is to achieve the longitude and latitude of any point on the net. Now, the author have advanced two formulas to solve the problem and prepared two tables for calculation.There are eight opposite phases and sixteen methods of calculation in oi'-mathematical model and all of these had been described in the article.In order to realize the mathematical computation on an electronic counter a progammable plan had been introduced.It may be served as a reference in programming especially if different types of electronic counter and used.
