石油化工公众参与机制的借鉴与建议

The Reference and Suggestion of Public Participation Mechanism in Petrochemical Industry

近10年来,我国对二甲苯(PX)立项遭遇多起公众反对事件,从2007年的福建厦门、2012年的浙江宁波到2013年的江西九江,当政府部门透露拟进行PX立项时,均引发当地民众的反对,这种阻力源自民众对PX项目的不了解,被不公正的宣传所误导。石油化工的发展,公众认识、态度和行为都至关重要,公众的广泛有效参与是石油化工的持续发展的主要因素,文章通过借鉴国际社会成功的做法,结合我国新时代经济社会的特点,总结经验教训,逐步形成中国特色的公众参与机制,将促进社会经济的持续发展。

In the latest 10 years,paraxylene （PX） project has been encountered public opposition in China,from Xiamen, Fujian province in 2007, Ningbo,Zhejiang province in 2012 to Jiujiang, Jiangxi province in 2013.As soon as PN setting up project plan revealed from local government, triggered civilian＇s objection without exception. The resistance comes from the misconception of PX,the public are misled by unfair propaganda.The development of petrochemical industry can＇t be separated from public aware- ness,attitude and behavior,far-ranging and effective public participation is vital for the sustainable development of petrochemi- cal industry. Combining successful practice of international community and the features of our society in the new era, this paper summed up experience and lessons, gradually form mechanism of public participation with Chinese characteristics, which will promote the sustainable development of social economy.
