关于上海开展节能专项监察有关情况的工作综述和研究分析

Work Description and Research Analysis of Carrying out Energy Conservation Special Inspection Conditions in Shanghai

节能监察是贯彻落实节能法律法规的基本要求,也是建设生态文明、实现绿色发展的有力抓手。上海市节能监察中心通过连续多年开展国家和全市重大节能专项监察,把工作做深、做实、做细、做透。本文重点对专项监察的总体情况和工作经验进行了梳理,对2018年监察结果进行了分析,同时提出了当前存在的问题和下一步工作思考。本文可为全市节能主管部门强化节能监督管理提供技术支撑,也可作为国内其他地区开展节能专项监察的工作参考。

Energy conservation inspection is basic requirement of implementing energy conservation laws and regulations and powerful grip of constructing eco-civilization and realizing green development. Shanghai energy conservation inspection center has been carrying out important national and municipal energy conservation special inspection for years from deep, solid, thorough angle. The author summarizes comprehensive conditions and working experiences of special inspection and analyzes inspection results in 2018. The article puts forward current existing problems and working thoughts in the next step, which can give technology support to municipal energy conservation supervision department strengthening energy conservation inspection management and reference to carrying out energy conservation inspection works in other area in China.
