关于上海开展固定资产投资项目节能监察的工作综述和研究分析

Work Description and Research Analysis of Carrying out Energy Conservation Special Inspection of Fixed Assets Investment Project in Shanghai

固定资产投资项目节能审查制度是国家加强节能工作宏观调控的一项重要抓手,是能源"双控"的重要手段。上海市节能监察中心已连续多年开展固定资产投资项目节能监察,重点监察项目在建设过程中落实节能审查意见的情况。本文汇总剖析了上海多年固定资产投资项目节能监察的总体情况,对相关情况进行了思考探究。本文可为全市节能审查主管部门强化事中事后监管提供技术支撑,也可作为国内其他地区开展节能固定资产投资项目节能监察的工作参考。

Energy conservation inspection audit mechanism of fixed assets investment project is an important grip of strengthening energy conservation task for nation macro-control and methods of energy ＇double control＇. Shanghai energy conservation inspection center has been carrying out energy conservation inspection of fixed assets investment projects and implementing energy conservation audit suggestions for key inspection projects under construction. The article analyzes whole conditions of energy conservation inspection of fixed assets investment projects for years in Shanghai and studies on relative situations. The author gives technology support to municipal energy conservation audit supervision department and reference to carrying out energy conservation inspection of fixed assets investment projects in other areas in China.
