摘要
合同能源管理(Energy Performance Contracting,简称:EPC)是70年代在西方发达国家开始发展起来一种基于市场运作的全新的节能新机制。为进一步推动节能减排,鼓励其发展,国家及上海市均出台了相关鼓励政策,但目前其发展仍存在一定的问题,本文对已有政策支持及目前合同能源管理发展遇到的问题进行简析,并提出相关建议。
EPC is brand new energy saving mechanism based on market operation since it＇ s invented in western developed countries in 1970s. In order to promote energy saving and emission reducing further, national and shanghai also issued related encouraging policy meanwhile there is still certain problems. The article carries out analysis on existing problems of supporting policy and current EPC development period and puts forward relative suggestion.
