Forty Years of Social Insurance in China(1978—2018)——Institutional Transformation,Path Selection and Chinese Experience

社会保障改革是中国整个改革事业的重要组成部分,也是维系经济改革与社会转型的必要且重要的条件。近40年间,中国社会保障经历了全面而深刻的制度变革,走过了一条中国特色的渐进改革与发展道路,与计划体制相适应的传统社会保障制度已经转化成了与市场经济体制相适应的新型社会保障体系,为全球社会保障制度变革创造了中国经验。但当前仍面临着诸多问题与挑战,需要通过深化改革来优化制度安排、均衡责任负担,真正构建起能够满足人民美好生活需要的多层次社会保障体系。

Social insurance reform is an important part of China＇s overall reform undertaking and a necessary and important condition for maintaining economic reform and social transformation. In the past 40 years, China＇s social security has experienced a comprehensive and profound institutional reform. It has gone through a gradual reform and development path with Chinese characteristics. The traditional social insurance system that is compatible with the planning system has been transformed into a market economic system. The new social insurance system has created a Chinese experience for the global social insurance system reform. However, China＇s social insurance reform still faces many problems and challenges. It is necessary to deepen reforms to optimize institutional arrangements, balance the burden of responsibility, and truly build a multi-level social security system that can meet the people＇s needs for a better life.
