军民融合资源共享机制创新试点研究——基于绵阳科技城的调查分析

Research on resource sharing by deepened military——civilian integration combined innovation pilot:an analysis based on the investigation of Mianyang science and technology city

资源共享是军民融合瓶颈制约,也是推进军民深度融合发展的重要抓手。基于绵阳科技城的调查实践,本文认为,从物理特征和功能用途上看,军民融合共享资源主要包含科研生产设备设施、重大基础设施、信息资源、标准资源、人才资源五大类型,目前制约军民融合资源开放共享的障碍约束主要集中在"军口"方面。本文提出,绵阳科技城深化军民融合资源开放共享的重点方向应集中在深化军民科技创新资源开放共享、重大基础设施共建共享、军民两用标准互通共用、军民人才资源互通共享、军民融合信息资源开放共享等五大方面,同时进一步深化体制机制改革,建立健全资源共享的激励机制、整合机制、管理机制和考核机制,持续创新服务模式,努力营造良好制度环境和社会氛围。

Resource sharing is the bottleneck of military-civilian integration and has practical effort to further deepen military-civilian integration.Based on investigation practice of Mianyang science and technology city,sharing resource of the military-civilian integration could divide into five categories in this paper from the perspective of physical characteristics and function,including scientific research and production facilities,major infrastructures,information,standards and human resources.It＇s found that the constraints to resource sharing of the military-civilian integration is mainly concentrated on the military.Therefore,some suggestions on five types of resource sharing are showed to deepen military-civilian integration.In particular,it is critical to furtherly deepen the reform of the system and mechanism,establish and promote the incentive mechanism,integration mechanism,management mechanism and assessment mechanism for resource sharing,continuously innovate the service mode,and strive to create a good institutional and social environment.
