This paper addresses the following two questions:(1) What are the representations of the "Belt and Road"initiative in The Washington Post?(2) What rhetorical devices are employed for such representations? From the analysis of the reports on the "Belt and Road" initiative in The Washington Post, it is found that the initiative is represented as "China's version of the Marshall Plan" aiming at expansion, and as a channel to exploit resources from countries along the "Belt and Road", with China distorted as an opportunist. To make such representations, The Washington Post employs contrasts and other rhetorical devices, in order to give prominence to confl icts of interests, roles and values of relevant countries, to highlight negative infl uences the initiative brings, and to deepen readers' concern about China's rising. The above representations originate from huge differences of views of interests and ideology between China and the United States.
