本文阐述了党的十一届三中全会的重大里程碑意义,回顾了农业粮食改革开放历史背景,浓墨重彩阐述了40春秋改革开放壮举：突破了束缚农业粮食生产发展的农村土地制度的桎梏,开创了＂农村家庭联产承包责任制＂;突破了传统流通制度,建立健全了市场化流通体制机制;突破了捆绑农粮生产者手脚的种种陈规陋矩,赋予农民生产和销售的自主权;突破了城乡二元结构的鸿沟,开拓城乡一体化的新途径;突破了导致农业粮食孤立落后的＂闭关锁国＂的旧制,实行对外开放的方针。40年大改革大变迁的伟大实践,总结出堪称精神财富的宝贵经验和深刻启迪,创造了中国农业粮业的盛世气象。

This article recalls the major milestones of the Third Plenary Session of the Eleventh Central Committee of the Party, and reviews the historical background of agricultural food＇reform and opening up. It highlights the 40 spring and autumn reform and opening up feats： breaking through the rural land system that constrains the development of agricultural grain production. It has created the ＂Responsibility System for Rural Households＇ Joint Production Contracts＂; broke through the tradi- tional circulation system, established and improved the market-oriented circulation system; broke through the stereotypes of the hands and feet of the farmers, and gave farmers the autonomy to produce and sell. Breaking through the gap between the urban-rural dual structure and opening up new ways of urban-rural integration; breaking through the old system of ＂closed-doorlocked countries＂that led to the isolation and backwardness of agricultural food, and the policy of opening to the outside world. The great practice of the 40-year reform and great changes has summed up the valuable experience and profound enlightenment of spiritual wealth, and created the flourishing weather of China＇s agricultural grain industry.
