摘要
为缓解实体企业人工成本,国家出台了一系列降成本的措施,从人力资源的获取、开发、使用,保障,退出等各环节入手,有效控制了企业人工成本。然而,本文调研中发现,政策实施的过程中仍然存在着政策效果未达预期、对于新问题尚未有政策覆盖的情况。因此,本文认为降低人工成本需要政府和企业共同施策,形成合力。企业要做的是提高劳动生产率;政府可以从提升城市基础配套设施、建立公平公正的就业环境、帮助劳动者提高职业技能等方面入手。
In order to alleviate the labor cost of the entity enterprises, the state has issued a series of measures to reduce the labor cost. It has effectively controlled the labor cost of the enterprises from the aspects of the acquisition, development, use, guarantee and withdrawal of human resources. However, in the process of policy implementation, it is found that there are still some situations in which the policy effect is not as expected and the new problems are not covered by the policy. Therefore,this paper argues that reducing labor costs requires joint efforts of the government and enterprises to form a resultant force. What enterprises need to do is to improve labor productivity; what the government needs to do is to upgrade urban infrastructure, establish a fair and just employment environment, and help workers improve their vocational skills.
