完善医疗废物处置收费政策研究

Research on improving the charging policy of medical waste disposal

医疗废物处置是关乎城市公共卫生安全的重要问题,其处置收费制度是医疗废物处置产业化发展的重要前提和保障。2003年以来,我国医疗废物处置收费政策不断深化完善。本文从计费方式、收费标准等角度方面梳理总结现行收费政策,重点剖析计费方式、定价成本核算、调价机制等方面存在的问题,从必要性和可行性角度论证实行以重量计重为主的建议,并提出强化成本约束监督机制、建立收费和补贴动态调整制度等完善建议。

Medical waste disposal is an important issue related to urban public health safety, its charging system is a significant measure to promote the industrial development of medical waste disposal. Since 2003, Chinese medical waste disposal charging policy has been constantly improved.This paper sums up the current charging policy from four aspects： pricing method, charging mode,charging standard and expenses bearing mode;and then analyses the problems in charging mode,pricing cost accounting and price adjustment mechanism. Based on the above, concluding suggestions and measures for improving the Charging system of medical waste disposal in China.
