江西省政府购买社会体育指导员服务的思路研究

Research on Government Purchasing Social Sports Instructors' Service in Jiangxi Province

要以文献资料和数理统计等方法,在政府购买社会体育指导员服务相关理论的基础上,通过对江西省社会体育指导员服务的现状、政府在体育类活动中财政支出状况的研究,发现江西省社会体育指导员在近几年的发展中队伍逐渐壮大,质量明显提高,但政府在购买社会体育指导员服务方面没有具体的实践、社会体育指导员指导率偏低、财政支出相对较低以及政府对社会体育关注度不高等状况。提出建立和完善相关法律法规、增加群众体育的资金投入、建立政府购买社会体育指导员服务机制等建议,为江西省政府购买社会体育指导员服务提供思路。

Based on relevant theory of government＇s purchasing the service of social sports instructors,this paper has the aid of literature and mathematical statistics. According to the condition research on the service of social sports instructors in Jiangxi province and the government＇s fiscal expenditure in sports activities,it is found that the development of the social sports instructors team in Jiangxi Province has gradually grown and its quality has improved significantly in recent years. But with no specific practice in government＇s purchasing for social sports instructor service,there were low guiding rate from social sports instructors,relatively small fiscal expenditure and government＇s low interest in social sports. Thus the paper advises that the government establish and perfect relevant laws and regulations,increase investment,establish government＇s purchasing mechanism of social sports service and so on,so as to provide ideas for Jiangxi government to purchase the service of social sports instructors.
