公办高职院如何发展,必需实行人事分配制度改革。任何改革都会涉及到教职工的利益,如何发挥工会的维权作用,既要使改革顺利进行,又要维护广大教职工的合法利益,就要找准维权的有效途径,并构建维权的有效机制。
