随着高等教育的持续扩招,专业建设及教育计划制订的随意性、专用教材的缺乏等质量问题凸显出来。这就需要建立一系列高等教育质量体系,从制度上为高等教育的发展提供一种保障,使其处于一种有效的、可持续的发展状态。

Higher education is an important place to cultivate high-qualified personnel of every type. It is an educational service organization. With the continuance of the enrollment of higher education,higher education in China gradually changes from elite education to popular education,which results in the arbitrariness of the construc-tion of professional and educational programs,and the lack of dedicated teaching quality becomes noticeable. There-fore,it needs to create a series of quality system for higher education to solve these problems. We can solve these problems by using systems,which can provide some sort of protection to higher education,so that the development of higher education will be effective and sustainable.
