改革开放40年中国生态文明建设路径探析——以改革开放以来历次党代会报告为研究样本

The CPC's Ecological Conservation since the Reform and Opening-up——Taking the Reports of the Party Congresses as Research Samples

在推进社会主义现代化的进程中,中国共产党很早就认识到了生态环境的重要性,党的十八大提出"五位一体"总体布局,党的十九大进一步将生态文明建设提升至新高度。考察改革开放以来历次党代会报告可以发现,党和政府一直对我国生态环境的保护、生态文明建设给予高度的重视。40年来,我国生态文明建设多点推进,形成了生态文明建设法律体系,绿色经济蓬勃发展,自然环境得到极大改善。回顾党有关生态文明建设的理论与实践,总结其中蕴含的方法论,对我国站在新时代的起点上进行下一阶段的生态治理具有重要的指导意义。我国应从环保制度、环境银行、环保意识层面着手,开创我国生态文明建设新局面。

In advancing the socialist modernization drive, the Communist Party of China （CPC） had already known the importance of ecological environment. The 18th National Congress of the CPC put forward the Five-sphere Integrated Plan. The 19th National Congress of the CPC elevated the importance of ecological conservation to a new height. From the reports of the Party Congresses issued since the reform and opening up,we can see that the Party and to the protection of China＇s ecological environment the country have always attached great importance and ecological conservation. Over the past four decades, China＇s ecological conservation has been promoted in many areas and has formed a legal system for ecological conservation. Thus, the green economy has been flourishing and natural environment has been improved greatly. The paper reviewed our Party＇s theory and practice concerning the ecological environment, summed up our experience, and provided important guidance for our country＇s next stage of ecological governance in the new era. China should focus on the following aspects, such as environmental protection system, environment bank and environmental awareness to push China＇s ecological conservation to a new height
