构建以企业为主体的产业创新体系研究:以北京为例

Constructing an Enterprise-centered Industrial Innovation System with:Taking Beijing as an Example

在加快建设创新型国家的大背景下,加快探索和构建以企业为主体的产业创新体系是实施创新驱动发展战略、打造创新型国家的有力支撑,是参与国际竞争、配置全球创新资源的必要手段。北京是我国科技创新资源最为密集、产业创新资源最为丰富的城市,在分析北京市产业创新体系建设的现状、问题及其原因的基础上,提出从四个方面推动北京市产业创新体系建设与发展:一是推动企业完善内部创新体系,提升企业创新能级;二是推动大企业引领的变革性突破,促进产业原始创新;三是强化多主体创新协同联动,构建协同创新共同体;四是配置优化产业创新服务,构建创新生态系统。

Under the background of accelerating the construction of an innovative country, accelerating the exploration and construction of an enterprise-centered industrial innovation system is a powerful support for implementing the innovation-driven development strategy and building an innovative country, and is a necessary means to participate in international competition and allocate global innovation resources. As Beijing has the most resources of technological and scientific innovation, and the most resources of industrial innovation, the paper takes Beijing as an example. Based on the current situation, the problems and causes of Beijing＇s industrial innovation system, the paper puts forward four aspects to promote the construction and development of industrial innovation system. These aspects are： first, to promote enterprises to improve the internal innovation system and enhance the level of enterprise innovation; second, to promote the transformational breakthroughs led by large enterprises to promote industrial original innovation; third, to strengthen multi-agent innovation synergy and build a synergistic innovation community; fourth, services and build an innovation ecosystem. to distribute and optimize industrial innovation
