浅析新常态下房地产经济宏观调控的基本思路 被引量:1

摘要 新常态下,我国房地产业产能过剩、资源配置效率低下等问题突出。以新常态调控理念为指导,结合房地产市场发展规律,总结与适时调整房地产经济宏观调控思路,对解决上述问题以促进房地产业健康平稳发展有理论意义。从调控手段、目标、方向、时机等几个方面提出调控的基本思路:坚持以经济手段的间接干预为主,以行政手段的直接干预为辅;目标调控与区间调控相结合,对总量与强度目标调控、增量与时序区间调控,对红线目标调控、非红线区间调控,对住宅供应结构目标调控、房价区间调控;从供给侧出发,加大定向调控,配合财税、金融等政策加大基础和民生产业支持力度,加快用地供给与建设;强刺激向微刺激转变,"相机调控",实行分区域区别化的房地产政策;注重科学计划,加强预期引导等。 Under the new normal, problems such as excess capacity of real estate industry and low effciency of resource allocation are outstanding. Guiding by the new normal control concepts, combining with the law of development of real estate market, summary and timely adjustment of the macro-control of real estate economy mentality, the paper has the theoretical signifcance to the above problems to promote the healthy and stable development of the real estate industry. The paper put forward a series of basic ideas of regulation and control in terms of measure, objective, orientation and opportunity. Specifcally, with the economic means indirect intervention and the administrative means is auxiliary. Target control combined with interval control. The total amount and the intensity are controlled by target. The increment and schedule are controlled by interval. The red line is controlled by target and others interval. Housing supply structure controlled by target but housing price by interval. Cooperating with taxation, fnance and other policies to support for basic and livelihood industries, speed up the supply of land, and strengthen directional control from the supply side. Macro-stimulation changes to micro-stimulation, and executing well-timed regulation, then implementing the real estate policy that differentiates the area. Attach importance to scientifc plan and strengthen expectation guidance.
