乡村振兴视域下新农人与精准扶贫的对接研究

On the Path of Connecting New Farmers to Targeted Poverty Relief from the Perspective of Rural Talent Resource Revitalization

精准脱贫攻坚和乡村振兴战略是我国为实现"两个一百年"奋斗目标确定的国家战略,两大战略的实施都需要人才支撑。新农人是精准扶贫和乡村振兴中不可或缺的一支重要的新生力量,他们通过智力扶贫、产业扶贫、经营扶贫和合作扶贫,在精准扶贫过程中发挥着重要作用,但也面临难题和困境。为此,实现乡村人才振兴视域下新农人与精准扶贫的对接,新农人既要立足自身优势引领和带动贫困人口脱贫致富,又必须与各乡村建设主体合作形成精准扶贫合力。

Targeted poverty relief and rural revitalization are two national strategies formulated for China to achieve the national strategic goal of the ＂two centenaries＂. The implementation of both strategies requires talent support. As an indispensable new three in targeted poverty relief and rural revitalization, new farmers play an important role in the process of targeted poverty relief by providing support in raising the intelligence level of rural youngsters, by promoting the development of locally viable industries and by agricultural business cooperation with governments, companies and R＆D institutes; but they are also faced with difficulties and predicaments. Therefore, in order to achieve the connecting of new farmers and targeted poverty relief in the perspective of rural talent resource revitalization, new farmers must not only lead and promote the needy to get rid of poverty based on their own advantages, but also help to shape a rallying three for poverty relief relied on varied main bodies of rural construction.
