改革开放40年来,外资企业随着改革开放的脚步,悄然登陆重庆等西部内陆山区,为当地经济发展做出了贡献。其投资领域主要集中于制造业,资金主要集聚在工业制造业中的计算机、电子通信、汽车制造和房地产行业,其投资区域主要集聚在重庆主城9个核心区,为地方产业结构升级带来了技术信息、管理理念等,也加快了同业竞争,促进了内陆地区产业转型升级,但是,也存在投资力度较小,投资领域过窄,而且投资出现逐年递减的态势。随着国际产业竞争的加剧,美国加息与大规模减税,外资流出的态势会更加明显。为此,我们需要进一步提高行政机构办事效率,简化流程,开放投资领域,吸纳外资和人才,进一步降低企业和居民纳税比例,以提高吸引外资的力度,增强内资企业的国际竞争力。

In the past 40 years of reform and opening up, foreign-funded enterprises have quietly landed in the western inland mountainous areas such as Chongqing, thus making great contributions to the development of local economy. The investment, which is mainly focused on the manutaeturing sector, with the funds mainly on computer, electronic communications, automotive and real estate industry in the 9 core areas of the city proper of Chongqing city, has brought new technical information and management ideas for the up-grading of the industrial structure, thereby accelerating the competition in the industry and promoting industrial restructuring. However, there also exist such problems as small-scale investment, narrow investment fields, and the decreasing trend of investment. With the increasingly fierce international industry competition, American interest rate increases and large-scale tax cuts, there comes a growing tendency of foreign capital outflow. Therefore, we need to further improve the efficiency of administrative agencies, sire-plify the work procedures, open more investment fiehls, absorb foreign capital and talents, and turther lower the tax ratio of enterprises and residents, so as to enhance the international competitiveness of the local enterprises.
