The Analysis of Spiritual Essence of the New Public Service Theory And its Application in China

新公共服务理论所倡导的价值观和公共服务精神本质上是对公共领域内的职业精神和职业道德的重新呼吁。该理论强调普通个体身上应具有与政治相关的品质,这实质上是将"公民"作为一种"职业"来看待。促进新公共服务理论在我国的应用,以期为我国公共行政学界研究新公共服务理论提供一种新的思路,为我国应用该理论所倡导的价值观和精神提供更多的途径和方法。

The values and the spirit of public service advocated by the new public service theory/are essentially a new appeal to the protessional spirit and protessional ethics in the public sphere.The theory/ emphasizes that ordinate/ individuals should have political-related qualities, which essentially regard ＂citizens＂ as a ＂protession＂.On the basis of analyzing the spiritual essence of the new public service theory/, this paper probes into the advantages and disadvantages of its application in China, and analyzes its ways of localization about promoting its application in China, with a view to providing a new way of thinking tor the study of the new public service theory/in the field of public administration and oftering more ways and means for our country/to apply the value and spirit advocated by this theory/.
