论基于国家秩序的网络安全

On the Cyber Security Based on Order of the State

随着网络安全隐患问题的凸显,网络安全议题被各国提上议程。当前互联网对传统的主权国家秩序形成解构态势,两者间存在"地理约束"与"身份认同"的矛盾。从伴生于互联网的自由与秩序概念出发,国家秩序的理论依据在于当前网络空间的安全形势处于自由过度泛滥与秩序相对缺位的状态,且互联网在"去中心化"自由主义指导下无力实现自律性安全。因此,当前时期的网络安全应当以国家所主导的强制性秩序为安全起点。此外,网络安全的长远发展应当以软权力为分析框架,以合作精神为其内核,通过加强国际层面的政策合作与国内层面的思路引导来达到秩序构建的目标,并最终实现有保障的体系化网络安全。

As the problem of cyber security is aggravating now, the issue is put on the agenda in each country. There is a contradiction between internet and the state sovereignty which can be ascribed to ＂geographical constraints＂ and ＂identity＂. However, order derived from the state still is primary option on topic of eyber security. From view of liberty and order, theory foundation of the state order lies on the situation of excessive flooding of liberty and absence of order on recent eyberspaee, and internet could not realize self - disciplined security under the guidance of ＂decentralization＂, so current cyber security should exactly be founded through the establishment of a mandatory order led by the states. For further development of eyber security, we should take ＂soft power＂ as analytical framework ; take cooperation spirit as its core ; achieving the target of construction of order by strengthening policy cooperation on international level and thinking guide on domestic level.
