全球海洋治理视角下的中菲海上安全合作

China-Philippines Maritime Security Cooperation from the Perspective of Global Ocean Governance

全球海洋治理的提出与发展推动了中国与菲律宾的海上安全合作。在双方合作进程中,机遇与挑战并存。一方面,中国参与全球海洋治理意识的强化与能力的提升、中菲关系的正常化以及"一带一路"建设的推进为双方合作提供了良好的基础;另一方面,南海主权争端、双方海上力量发展的不平衡以及美日等第三方势力的干预因素又不利于双方海上安全合作的发展。这要求中菲双方加强战略互信,积极实施战略对接,以双边磋商的方式解决南海争端,推动海上安全合作,共同推进全球海洋治理。

The proposal and development of global ocean governance have been promoting maritime security cooperation between China and the Philippines. In the process of cooperation between the two sides, opportunities and challenges coexist. On the one hand, the strengthening awareness and ability of China＇ s partieipation in global oeean governanee, the normalization of Sino - Philippines relations and the promotion of the ＂Belt and Road＂ construction have provided a good foundation for cooperation between the two sides; on the other hand, the South China Sea sovereignty dispute, the unbalanced development of maritime strength of both sides and the intervention factors of third - party forces such as the United States and Japan are not conducive to the development of maritime security cooperation between the two sides. Above all, China and Philippines strengthen strategie mutual trust, aetively implement strategie docking, actively resolve disputes in the South China Sea through bilateral consultations, promote maritime security cooperation, and jointly promote global ocean governance.
