摘要
基于对安徽省国培计划教师的调查,发现《乡村教师支持计划(2015-2020)》政策执行取得了一定的成效,扩充了乡村教师的渠道来源,解决了乡村教师编制问题,增加了乡村教师专业发展机会。但仍存在乡村学校管理落后、政策激励效果不显著、城乡教师交流形式化、乡村教育质量有待提升等问题。基层执行主体对政策认识的不足,激励机制存在去激励因素、计划性交流机制缺陷,政策执行环境变化是政策执行偏差的愿意。改进政策执行效果,需要提升学校主体的政策认识,改善乡村学校内部管理,消除去激励因素,完善激励机制,突出市场机制,构建互惠互利型城乡教师交流机制,大力培养全科型教师,发展特色乡村教育。
The policy of "Rural Teacher Support Program" has expanded the sources of rural teachers, solvedthe problemof rural teachers' post, and increased the opportunities for professional development of rural teachers.However, there are so many difficulties in exchange between urban and rural teachers, teachers' salaries, loss ofyoung teachers, and the low quality of rural education. The lack of grass -roots implementation of the mainunderstanding of the policy, lack of supporting policies, policy implementation environment changes in policyimplementation results of the reasons for the deviation. Improving the effectiveness of policy implementation, it isnecessary to strengthen the implementation of grass-roots policy implementation of the policy awareness, improvethe supporting policies and adjust the specific implementation of the program to adapt to the new policyenvironment.
