摘要
政务舆情回应中政府与公众间信息不对称的存在已是学界共识,但其成因和作用机理却少有人进行理论上的系统探究与现实中的全面考察。"委托—代理"关系框架下的传统研究范式使现有研究局限于"传者本位"的政府单一主体论视角,而结合信息论中关于信息传递环节与干扰的基本观点,可以发现政务舆情回应中存在内生性、自然性和主观性信息不对称的逐节递长问题及其作用于政务舆情演化的"信息——情绪"逻辑。从信息不对称治理的角度反观我国政务舆情回应改革,当前的法治路径有其局限性,在"合乎规范"的社会规制之外更需进行"合乎规律"的舆情信息治理与"合乎情理"的社会情绪疏导。
The existence of information asymmetry in government responsiveness to online public opinion is already a consensus in academia, but there are few researches on its reasons and mechanism, neither in theory nor in practice. The recent researches are limited in the traditional entrusted agency framework and only see the role of government in the process of information supply, while in view of the information transmission and interference which are explained in information theory, we can find there is a chain of endogenous, nat- ural, and subjective information asymmetry, which grows in the process and influences the evolution of online public opinion in a "Information-Emotion" path. The law-based reform of government responsiveness to online public opinion has only limited effect from the perspective of information asymmetry governance. Beside the social regulation under the rule of law, what we need most are the public opinion information governance by regularity and social emotion adjustment by persuasion.
