打赢脱贫攻坚战是我国全面建成小康社会的重要一环,通过大数据运用来提升扶贫过程的精准性,通过第三方评估来保证脱贫结果的精准性,是当前推进精准扶贫、精准脱贫的两大具体机制,且二者日渐融合的趋势显现特有优势。数据、精准、扶贫三者之间的实践链接源于它们各自的属性及其间的逻辑关联,最终在贫困治理中相辅相成。当前,精准扶贫大数据应用主要面临数据获取单一、数据处理方式传统单调、数据开发应用能力较弱等问题。为提升精准扶贫第三方评估结果的科学性、权威性,应从拓宽数据来源渠道、创新数据处理方式、丰富大数据应用手段和增强数据分析预测能力等环节多措并举。

Winning the battle against poverty is an important part of finishing building a moderately prosperous society,to improve the accuracy of the poverty alleviation process through the use of big data, and to ensure the accuracy of the results of poverty alleviation through third-party evaluation are the two major specific mechanisms to promote accurate poverty alleviation, and the trend of integration of the two shows unique advantages. The practical links among data, precision and poverty alleviation originate from their respective at- tributes and their logical relationships, and ultimately complement each other in poverty governance. At present, the application of big data of precision poverty alleviation mainly faces the problems of single data acquisition, monotonous traditional data processing methods, and weak data development and application ability. In order to enhance the scientificity and authority of the third-party evaluation results of poverty alleviation, many measures should be taken such as to broaden data sources, innovate data processing methods, enrich the means of large data application and enhance the ability of data analysis and prediction.
