宁夏回族自治区的成立，是当时各种相关因素和条件均已具备、成熟基础上的必然结果。之所以在新中国成立之初不长的时间里成立省级回族自治区，这是回族自身发展的客观需要，是党中央长期酝酿思考的最终结果，是包括回族在内的全国各族人民的共同愿望，是贯彻新中国成立之初党的外交方针的实践尝试；之所以在甘肃东北部这一区域成立省级回族自治区，是因为这一地区为省级回族自治区的成立留下了深厚的历史积淀，奠定了越要的人口基础，提供了有力的组织保障和健全的机构保证，做好了充足的人才储备，创造了良好的经济条件。

The establishment of Ningxia Hui Autonomous Region was an inevitable outcome based on the rele- vant factors and conditions mature and available at that time. The reasons why a provincial Hui autonomous region was established during the early days of the nation were as follows ： firstly, it was the objective need of the Hui people for self-development;secondly,it was a long-awaited thought of the Communist Party Central Committee of China; thirdly, it was a common aspiration of all Chinese people from different nationalities including Hui nationality, fourth- ly, it was a practice for implementing the early period foreign policies of the nation ; Furthermore, the reasons why this provincial Hui autonomous region was established in the area of northeast Gansu were as below ： firstly, this area pos- sessed a profound historical accumulation;secondly, this area had the necessary population foundation;thirdly, this area offered powerful organizational guarantee and institutional assurance;fourthly, this area had a sufficient talent pool ;fifthly, this area provided a favorable economic condition.
