The First Route Army of the Red Army and the Hui Revolution in Longnan of Gansu

甘肃陇南是中国工农红军25军、红一方面军即中央红军长征途经的重要地区，沿途的回族群众为刚刚走出草地的红军送去补给和温暖。在甘肃陇南的哈达铺党中央及时作出了红军长征落脚于陕北的重大决策，哈达铺作为多民族杂居区，中国工农红军中央委员会及时制定颁布了中国共产党最早的民族政策法规《回民地区守则》和一系列民族宗教政策，这些政策尊重和保障了回族等少数民族的风俗习惯，加强了同回族群众的血肉联系，同时启发了回回民族的革命意识和斗争觉悟，从而使西北回族社会成为中国抗日爱国、民主革命一支重要的地方力量。《回民地区守则》也为制定中国共产党成熟的民族、统战和宗教政策提供了经验。

Gansu Longnan was a very crucial area that the 25th Army of Chinese Workers＇ and Peasants＇ Red Army and the First Route Army of Chinese Red Army, namely, the Central Red Army, went through in the Long March. The Hui people along both sides of the route delivered supplies and warmth to the Red Army men after they just finished climbing the snow-capped mountains over the grass. It was at Hadapu of Longnan in Gansu where the Party Central Committee made in time the great decision that the Red Army Long March would settle down in Shan- bei province. Concerning that Hadapu was a multi-ethnic living area, the Central Committee of the Red Army quickly formulated and issued Code of Practice for Muslim Districts, the earliest minority policy and a series of policies about minorities and religions. These policies respected and guaranteed the customs of the Hui and other minorities, strengthened the flesh and blood relations with the Hui people, and inspired the revolutionary thoughts of the Hui people, thus making the Hui people an important local force in Chinese anti-Japanese patriotic and democratic revo- lution. In addition, Code of Practice for Muslim Districts also provided a valuable experience for the Communist Party of China to formulate the mature policies on minorities, the united front and religions.
