高等教育项目制的府学博弈与治理——以G省高水平大学建设项目为例

Game and Governance between Goverment and University in the Higher Education Project System:Take the Project of High-level University Construction in G Province as An Example

随着分税制的推进,项目制已嵌入高等教育治理之中并逐步强化固化,在政府与高校之间构建起以项目为载体的新型契约关系,呈现出服务于国家发展战略、"政府-高校"的扁平化科层治理、以学科建设为导向的目标管理、竞争性的非均衡战略以及封闭性的资金资源配置等特征。在不完全契约下,政府与高校围绕项目的"剩余控制权",在政治道义、目标设置、过程管理和考核激励等方面展开博弈。博弈过程也是高校治理结构的演变和建构过程,解构高校协调稳健发展、学术自主发展、体制机制改革等方面。因此,亟需在高等教育项目制的统筹性、稳定性上加以改进。

Abstact： With the promotion of the tax-sharing system,the project system has been embedded in the governance of higher education and gradually strengthened and solidified.The new contractual relationship has been established between the government and universities with the project as the carrier, and showing service in the national development strategy,a flat bureaucratic governance of ＂government-university＂, a target management oriented to discipline construction,competitive strategy,and the closed allocation of capital resources and so on.Under incomplete contract, the government and the university play a game around the ＂residual control right＂ of the project,in the aspects of political morality, goal setting, process management and assessment incentive.The game process is also the evolution and construction process of university governance structure, which deconstructs the harmonious and steady development of the university, the independent development of the academic, and the reform of system mechanism,and so on.Therefore, it is urgent to improve the overall planning and stability of t higher education project system.
