以往乡村建设规划编制存在全面化、精英化、程序化等问题。导则聚焦陕西省富平县美丽乡村建设的人居环境的改善与优化这一核心问题,探讨适宜性的美丽乡村建设导则编制的技术路线、内容与实施路径。导则分为基础设施、公共服务设施、村容环境整治三大部分内容,并且在实施过程中个性化地编写各村建设计划编制,注重编制人员驻村指导、地域性人居营造智慧的搜集以及对村民常用性规划知识普及,及时反馈、调整、更新美丽乡村建设导则内容。

There are many problems in the planning and rural construction, such as comprehensive, elitist and procedural. The guideline focuses on the core problem of the improvement and optimization of the living environment in the beautiful rural construction of Fuping County, Shaanxi Province. We discuss the technical route, content and implementation path of the guidelines for the construction of beautiful countryside construction. The guidelines are divided into three parts the infrastructure, the public service facilities and the village environment. In the process of implementation, we should individualize the compilation of village construction plans, pay attention to the compilation of villagers＇ guidance in villages, the collection of wisdom of regional residential building and the popularization of the knowledge of the villagers＇ common planning, and timely feedback, readjustment and renewal of the guidelines for the construction of beautiful countryside.
