"谁执法谁普法"普法责任制改革是新时代中国特色社会主义普法教育模式的重大理论创新,执法机关普法对内有利于提高执法水平,对外有利于营造全民守法的社会环境。公安机关执法普法一体化建设是普法责任制改革的内在要求,也是顺应社会主义法治发展的必然趋势,为此要在提高普法责任意识,加强统一领导,制定责任清单,完善保障措施等方面下功夫。借助普法责任制改革的机遇提升公安机关依法治理的能力,通过普法式执法实现1+1>2的改革效果。

The reform of the legal responsibility system of who enforces the law and who promulgates the law is a significant theoretical innovation of the legal education mode of socialism with Chinese characteristics in the new era. The legal education performed by law enforcement organs can improve the law enforcement level at home and create a law-abiding social environment for the whole people. The integrated construction of law enforcement and law education in public security organs is the inherent requirement of the reform of legal accountability system. It is also the inevitable trend to conform to the development of the socialist rule of law. To this end, efforts should be made in raising the awareness of legal responsibility, strengthening the unified leadership, drawing up the list of responsibilities, perfecting the safeguard measures and so on. By taking advantage of the opportunity of the legal responsibility system reform, we can improve the ability of the public security organs to govern according to law, and improve the effect of the reform through the legal enforcement of law with 1＋12.
