北京冬奥会安保指挥管理是指为了确保冬奥会安保工作的有效和有序运行,北京冬奥会安保组织运用命令、计划、组织、协调以及科技等手段,对参与安保工作的所有职能部门进行集中调度和决策,并对涉及安保工作的人、财、物、信息与时间等要素进行管理和控制的全部活动。北京冬奥会安保指挥管理具有职能的核心性、组织的流程化、指挥的层级性、行动的协调性、决策的及时性以及指挥决策的权威性六个方面的特征。北京冬奥会安保指挥管理必须坚持统一指挥、分级负责、科学决策、灵活应变、扁平高效等原则,以确保安保指挥管理的效能,从而促进整个冬奥会安保体系的良性运行和协调发展。

The command and management of Beijing Winter Olympic security work means that to ensure the effective and orderly operation of the Beijing Winter Olympic security work, the security organization applies command, plan, organization, coordination and technology to conduct all activities which include centralized scheduling and decision-making for all the functional departments which participated in the security work of the Beijing Winter Olympic Games, managing and controlling elements such as people, finances, materials, information, and time related to the security of the Beijing Winter Olympic Games. The command and management of Beijing Winter Olympic security work has six characteristics which are the core of the function, the organization of the flow, the hierarchy of command, the coordination of the action, the timeliness of the decision and the authority of the command decision. In order to run it well and develop it harmoniously, the command and management of Beijing Winter Olympic security work must adhere to the principles of unified command, hierarchical responsibility, scientific decision-making, flexibility and high efficiency.
