公安机关水域执法立法的现状与完善研究

On the Current Situation and Perfection of Legislation for Police Law Enforcement in Waters

目前国内关于警察水域执法方面的法律法规制定工作比较滞后,缺少国家层面的立法以及具有水域执法特色的法规,给公安机关的执法工作造成了很大困难。在未来,水域执法管理部门应当以部属公安院校的教学研究工作为基础,推进各地方立法的整合,以及水域刑事执法特别法律规范的制定。

Presently in China, the legislation in waters law- enforcement is lagging behind, both in the state level and the specific marine aspect, which brings a lot of troubles to police agencies. Due to the limitation of administrative system, the public security organ seldom demand their requirements to the legislature. So in the future, the national police academies are responsible to promote the integration of local regulations and make special legal norms for criminal law enforcement in waters on the basis of their teaching and research work.
