A Study on the Influencing Factors and Strategies to Improve the Quality of Train Scheduling Plans at China Railway Lanzhou Group Co., Ltd.

为提升中国铁路兰州局集团有限公司调度组织指挥水平,以铁路调度指挥分级管理为背景,在阐述日(班)计划分层的基础上,分别对中国铁路兰州局集团有限公司调度日(班)计划编制、计划间关系、计划数据来源与外部影响、考核评价指标等影响日(班)计划质量的因素进行分析,并有针对性地提出提高日(班)计划质量的对策,即:定性调度日计划内容间的关系,完善日(班)计划的编制指标和执行指标,强化目标管理,建立一体化分析考核机制,实现数据综合应用,加强生产信息的适时沟通与调度过程调整。

In the context of train scheduling management level by level and based on an elaboration of the layered daily scheduling plans, this paper analyzes the factors that influence the quality of the scheduling plans at China Railway Lanzhou Group Co., Ltd.： formulation of scheduling plans, the relationship among different scheduling plans, data sources and external factors and assessment indicators. To improve schedule planning and implementing at Lanzhou Group, this paper also puts forward the strategies, such as determining the internal relationship among the contents of the daily scheduling plans, clarifying the indicators of plan formulation and implementation, reinforcing management by objectives, establishing a comprehensive analysis and assessment mechanism, applying data on the whole, updating operation information timely and adjusting scheduling plans accordingly.
