基于货运承运清算模式的铁路运输调度组织对策探讨

A Study on the Strategies for Train Scheduling based on the Carrier Freight Liquidation Model

为研究在承运清算模式下的调度组织策略,对不同货物清算模式下的清算原则、计算过程进行比较分析,分别对直通装车、接入到达、接入通过车流的清算收入进行模拟测算,并对不同运价货物的运费收入进行了测算。测算结果显示,承运清算模式下直通装车的清算收入大幅提高,接入到达、接入通过车流清算收入大幅减少,明显有利于承运企业。同时,空车走行、中转服务清算收入大幅增加,在一定程度上对提供服务企业的利益损失进行了补偿。在此基础上,以铁路局集团公司清算收入最大化为目标,提出提高全程运距长、高运价货物装车比例,加强空车、重车流接入,提高货车周转效率等调度组织策略。

To study the train scheduling strategies under the carrier freight liquidation model, this paper carries out a comparative study on the clearing principles and calculation process under different liquidation models, calculating the clearing revenues for pass-through loading, arrivals and through traffic with the simulation method, while the freight revenues from cargoes with different freight rates are also estimated. According to the results, the carrier freight liquidation model is in obvious favor of the carriers with much-decreased clearing revenues from arrivals and through traffic and much-increased clearing revenues from pass-through loading, empty trains and transfer service, which compensats for the loss taken by the service providers to some extent. Aiming at maximizing the clearing revenues of China Railway Hohhot Group, this paper puts forward several train scheduling strategies： increasing the loading volume of cargoes with longer haul distance and higher freight rates, improving receiving empty and loaded trains and lifting the freight train turnover efficiency.
