铁路运输企业经营适应货运承运清算模式分析

A Study on the Strategies for the Railway Enterprises to Adapt to the Freight Carrier Liquidation System

为建立更加公平、公正、公开的清算体系,中国铁路总公司从2018年1月1日起实施铁路货物承运清算。承运清算使承运企业从运输市场直接取得收入,通过清算付费方式的变化,实现自身效率和效益的提升。通过分析影响运输企业承运清算效益的计费重量、计费里程、货物运输方式、运价号和计费路径等因素,揭示其对铁路运输企业经营效益的影响,提出铁路运输企业适应货物承运清算模式分析,即:转变观念,发挥铁路骨干企业作用;创新经营,灵活运用承运清算机制;提质增效,促进铁路企业整体发展。

Since Jan. 1 st, 2018, China Railways Corporation has adopted the freight carrier liquidation system, which allows the carriers to increase their efficiency benefits by acquiring their revenues directly from the market with the application of a new clearing method characterized with fairness, justice and openness. To facilitate the enterprises to adapt to the new system, this paper studies the influencing factors, such as chargeable weight and mileage, transport means, freight numbering and chargeable route. To conclude, this paper then puts forward the following three strategies to the railway enterprises which are changing their outdated way of thinking and acting as the backbone enterprises, innovating their business management and taking the advantage of the new system, and improving their service quality and efficiency to promote the overall development in the railway sector.
